Archives & Records Management (PARC)

Archives and Records Management operates the City of Portland Archives and Records Center, making city administrative and historical records accessible to the public and City employees for research and inspection in accordance with Oregon's public records laws.

Assessments, Finance & Foreclosure

The Assessments, Finance, and Foreclosure division supports the City's livability goals by helping to finance infrastructure improvements, and supporting the regulatory efforts of other City bureaus. We use Charter-granted authority to assess property for local improvements, system development charges, and code violations. We maintain the docket of City Liens, which is a public record of all liens assessed by the City. We provide long-term, low-interest financing for improvement assessments, and collect current and delinquent revenues owed to the City.

Audit Services

The Audit Services Division is the auditing branch of the elected City Auditor's Office. The Division's mission is to conduct performance and financial audits of City operations, and to make recommendations to improve efficiency, effectiveness and equity of City bureaus, offices and functions.

Elections

The City Elections Office assists the public with election issues, such as running for City office or filing an initiative petition. Working with other governmental partners such as the Multnomah County Elections Division and the Oregon Secretary of State's Elections Division, the office oversees City elections.

Hearings Office

The City's Hearings Office conducts impartial administrative hearings and renders decisions in Land Use Hearings, Code Hearings, Appeals of City Decisions, Towing Hearings, and other administrative matters.

Independent Police Review

The City Auditor's independent Police Review provides impartial oversight of police conduct, practices, and policies to increase accountability and public trust.

Lobbyists Registration Program

The City's Lobbying Regulations and the Political Consulting Reporting program serve to improve transparency and inform the public of efforts to influence City Officials. Both programs are disclosure based, with information provided by City officials, lobbying entities, and certain political consultants.

Ombudsman

The Ombudsman is an independent advocate for a fair, reasonable and just City government. Our office responds to members of the public, businesses and City employees to resolve complaints about City services and practices. We conduct impartial investigations and resolve problems informally. We have the authority to recommend remedial action or a change in policy.
