Revise Administrative Rule for the Treebate Incentive Program

Portland’s Bureau of Environmental Services (BES) is proposing to amend ENB-4.23, administrative rules governing the BES Treebate Program, to improve program performance and accessibility. The Treebate Program provides a financial incentive to Portland residents to plant trees in their residential yards. The Treebate Program has been active since 2009. BES will accept public comment on this proposal from 8:00 a.m. on May 16, 2018 to 5:00 p.m. on June 15, 2018. See below for more details.

What are the goals of this rulemaking?

The City of Portland is committed to effective, efficient, and equitable service delivery. The Treebate Program provides a one-time utility bill credit for tree planting in residential yards. The proposed changes to ENB-4.23 will make it easier for Portland residents to qualify for Treebate credit and will make the Treebate Program more straightforward to administer. The proposed changes will slightly increase the incentive to plant trees, decrease the size of tree that must be planted to qualify for the Treebate credit, create a new category of trees eligible for credit (fruit trees), and establish a minimum tree width to decrease the number of applications for ineligible shrubs.

Will a public hearing on the rulemaking be held?

A hearing on this rulemaking will be held by request only on Thursday, May 31, 2018, from 6:00 p.m. to 8:00 p.m. in Pettygrove Room, City Hall.
