Secondhand Dealers Permits

Shops that buy and sell used or new property that is frequently the subject of theft (“regulated property”) must have a permit. Acquisitions of regulated property must be reported to the Police Bureau, and the item must be held for a set period of time before it is made available for sale.

Proposed Changes to PCC 14B.90 Secondhand Dealers

Code revisions will soon be presented to City Council for approval. In addition to making some housekeeping changes and incorporating Administrative Rules into Chapter 14B.90, gift cards (and phone cards) will be removed from the “Prohibited Acts” list and added to the definition of regulated property.  Please review the draft and contact Anne Holm with any questions or comments, or to be put on a list for notification of the Council date. 

Proposed Changes to Administrative Rules

Existing Administrative Rules must be amended to add gift cards to the definition of regulated property and to outline the procedure for reporting acquisitions of the cards into RAPID.  Before the amended rules are adopted there will be a hearing at the Revenue Division.
